Robin Hood Funding of Schools

Vance Ginn, Ph.D., is director of the Center for Economic Prosperity and senior economist at the Texas Public Policy Foundation, one of the nation’s premier free market think tanks.

Dr. Ginn is a leading free market economist and former university lecturer who was honored with the “Champion of Freedom” award from Grassroots America—We The People. He is passionate about securing freedom so people prosper in Texas and beyond. This includes conducting sound research on the benefits of relieving people from excessive government spending, taxes, and regulations.

Mr. Ginn is an expert on the Robin Hood School Finance Plan and will be speaking to us on the positives and negatives of continuing this program.

Mr. Mark Goloby

Chapter 313 Tax Abatement



Mr. Mark Goloby, a Republican political activist, has educated himself on the critical issue of reforming the Texas School Budget, and he has become an expert on Chapter 313 of the Texas Tax Code, otherwise known as the Texas Economic Development Act (TEDA). Through many hours of research, Mark has discovered that this little-known law allows school districts to temporarily abate a portion of school tax to incentivize companies to move into the school district.  Unfortunately, the "shortfall" has to be made up by the State.  No wonder there is a state school funding crisis!  Mark has been using volunteer efforts to educate Texans on the "flawed" law in an effort to gain support to have the bill repealed.  He was also effective in having the Repeal of Chapter 313 placed into the Republican Party of Texas Platform.  Mr. Goloby, like us, recognizes the importance of staying involved in a citizen government.  We applaud his efforts.
